Free, fast and fluid communication of scientific results will be more and more at the core of scientific research itself in the near future. The project, entitled LA Referencia, is designed as an online federated network of institutional repositories of scientific publications. Its goal is to offer open access to scientific papers and doctoral and master's theses in partner countries — Argentina, Brazil, Chile, Colombia, Ecuador, El Salvador, México, Perú and Venezuela.

A new study from Stanford molecular and cellular physiologist Axel Brunger and colleagues clears up a controversy in the neuroscience community by pinpointing a critical feature of the mechanism by which our nerve cells manage to talk to one another in something approaching real time. While the study is noteworthy in itself, the fact that its findings appear in the first issue of eLife, a newly launched open-access journal, rather than Science or Nature is also significant.

"Tim O'Reilly recently admonished that unless we embrace open access over copyright, we'll never get science policy right. The sentiment, which I believe applies to more than science, reminded me of an eloquent 1945 essay by Vannevar Bush, titled "As We May Think". Much of what Bush discusses presages present conversations about information overload, filtering, and our restless fear of missing out. Bush worries about the impossibility of ever completely catching up and the unfavorable signal-to-noise ratio, makes an enormously important and timely point about the difference between merely compressing information to store it efficiently and actually making use of it in the way of gleaning knowledge. To that end, I often think about the architecture of knowledge as a pyramid of sorts; at the base of it, there is all the information available to us; from it, we can generate some form of insight, which we then consolidate into knowledge; at our most optimal, at the top of the pyramid, we are then able to glean from that knowledge some sort of wisdom about the world. He stresses, as many of us believe today, that mechanization or algorithms in the contemporary equivalent will never be a proper substitute for human judgment and creative thought in the filtration process. He presages hypertext, the internet, and even Wikipedia and, perhaps more importantly, laying out a model for what excellence at the intersection of the editorial and curatorial looks." Alexander Brown stands up for publishers, justifying their costs and explaining how they help move science forward. If we were to listen to this propaganda, we would have to believe that publishers are the one who are responsible for the quality of scholarly literature and for integrity of the research process. Every scholar should feel deeply offended by these statements. If we can agree on some added value, what is at stake is not quality (only scholars can judge that, it is why publishers subcontract reviewing to scholars, for free!) or integrity (idem), it is just some comfort.

Nowadays, the reviewing load has become so huge that the process itself is no longer trustable in many cases. And clearly, in a near future, it will become unmanageable. Everybody can foresee the dangers of crowdsourcing. As an alternative, is there an educated-crowdsourcing perpective...? However, Open Access is not the culprit, but rather the current assessment philosophy and the "publish or perish" rule.

Do the current ethical and legal policies applicable to research with genomic databases sufficiently account for the new reality of open biotechnology? How could the current policy framework be improved to facilitate the transition to a more transparent, collaborative research context? Our research will investigate the impact of open biotechnology on research ethics and legal policies with a particular focus placed on informed consent (scope of consent, privacy, data ownership) to large open database projects. We will use a combination of quantitative and qualitative research strategies that will offer complementary applied legal and ethical data on the impact of open biotechnology on the governance of genomic research. The use of a common research methodology in all streams of the project will facilitate comparisons and integration of our results. Our methods will include comparative legal and ethical research (policy review, legal research), questionnaire analysis and focus group interviews. To validate our findings, we will engage stakeholders at the annual meetings of two major organizations involved in research with open databases: The Public Population Project in Genomics (P3G) and the International Cancer Genome Consortium (ICGC).
